Justice forbids increasingly contact between the perpetrator and the victim of domestic violence – RTP

“Between January and September of 2016, have been applied by the courts 423 measures prohibiting contact between the perpetrator and the victim, monitored by surveillance electronics. The use of these measures has registered a significant increase (152 in 2012, 229 in 2013, 313 in 2014, 558 in 2015),” said a statement from the Ministry of Justice, today released.

The data were released on the eve of the International Day for the Elimination of Violence Against Women, marked on 25 November since 1999, the UN established the date with a resolution. Today was launched a new campaign against domestic violence, called the “Active Community Against Violence”.

According to the data today released by the Ministry of Justice, “the 30 September there were 505 individuals monitored by geo-location”.

“it should be noted that, since the program was launched, there is no record of any case of homicide in the marriage in the context of surveillance electronics, believing that it was possible to reduce the prevalence in the occurrence of new attacks (20 in total),” adds the press release.

The data indicate that there is 1.025 persons covered by the program of telecare, a service that assures them a rapid response in situations of danger 24 hours a day.

“Since the beginning of the program and telecare, have been applied 2.134 measures, being in this moment of 1,025 active. In 2014, have been applied to 275 protective measures by teleassistance and 2015 have been applied 638″, stipulated the document of the Ministry of Justice.

About the Program of the Perpetrator of Domestic Violence (PAVD), launched in 2009, “has already been applied to a universe 1.706 individuals to comply with non-custodial measures”, being that the this program are the affections “of about 130 senior technicians social reintegration, with a degree preferably in psychology,” and “that use this methodology, with results at the level of the containment behaviour and the reduction of re-offending”.

with regard to the actions of the security forces, the statement from the Ministry of Justice points out that “the PSP and the GNR carried, since January 01 of this year and up to the present time, about 50 thousand evaluations and reassessments of risk of victims of domestic violence”.

“The Risk Assessment is made by the security forces with the resource, among other elements, the Chips Risk Assessment, which allow to determine the most appropriate solutions for the necessary protection of the victim to be set by the magistrates, as well as, conduct a follow-up of greater proximity of the victims”, explains the document.

The Government also recalls that last September the Council of Ministers approved a “Review Team Review of Homicide in the context of domestic violence, a mechanism of critical analysis with a view to improving the social responses existing in this matter” and that is to be prepared a study assessing “the impact of public policies to combat domestic violence in the last 15 years, that will be the responsibility of the Commission for Citizenship and Gender Equality”.

In 2015, 29 women died in Portugal victims of domestic violence, having been registered 26.595 complaints.

at The european level, according to official data, one in every three women is a victim of physical or sexual violence and, at the global level, 35% of women are target of violence along the life, most in the context of their intimate relationships.
