The Government received on Monday proposed five candidates for sub- Carris and Lisbon Metro, confirmed the PUBLIC official source of the Ministry of Economy.

The British National Express, the Spanish Avanza and the French RATP submitted proposals for the operation of both carriers operating

The consortium comprising Barraqueiro (who last week won the concession of TAP, together with the blue) and the Catalan TCC was interested in sub Carris.

The francesaTransdev, which already operates in road passenger transport in Portugal and by March 2010 was responsible for the operation of the network Port Metro , ran for sub Lisbon metro.

The bid opening was made this morning in a closed session to the public.

The sub the metropolitan Lisbon and Carris was approved by the government in February and the international tender was launched in March, with strong opposition from Lisbon House and the Socialist Party (PS).

In early April, 29 PS deputies asked the Constitutional Court for the auditing of diplomas that establish the legal framework for concessions in force since December last year. The PS believes that the diplomas violate two fundamental principles:. The legislative competence of the Parliament in respect of local authorities and the unjustified reduction of its duties and responsibilities

Also in April, the Council of Lisbon gave the Administrative Court Circle Lisbon an injunction to halt the sub process. The local authority led by Fernando Medina believes that the State has no power to grant concessions the service.

In May, Fernando Medina announced that the Court accepted the interim measures suspending the contests. But the same day, a statement from the Transport Secretary of State’s office guarantee that the Carris and the Metropolitan handed the Administrative Court a “reasoned resolution” citing the public interest of the operation, which caught the suspension of contests.
