The number of young people who are not employed nor studying increased in the third quarter of this year, compared to the previous three months, in contraciclo with the overall reduction of unemployment in the same period. There are 301,7 thousand young "neither-nor", the people of the age group 15 to 34 years who are unemployed or counted in the statistics as economically inactive.
the increase between The second and the third quarter has happened in the last few years and came back to repeat itself in 2016, with an increase of 11,700 thousand people, of 290 thousand for 301,7 thousand. It is necessary to take into account that the values of the INE are not adjusted for seasonality, in the case of the comparison in the chain between the period that goes from April to June with the months of July to September, that is, coincides with the period that ends the cycles of lectures. Already when comparing the number of young people in this situation with the values of 2015, there is a descent, with less 16.800 "neither-nor" in the third quarter of last year.
The number of "neither-nor" has increased in young people who have completed a maximum of 9.Th year (133 thousand), or secondary education or a course in technological specialisation (109 thousand). Already among the young people who finished higher education, the number of "neither-nor" decreases (passing to a 58.8 thousand). In fact, the largest increase, says the INE,, took place between the young people, aged 15 to 19 years. Here, the rate more than doubled, "going from 2.7% in the second quarter of 2016 to 5.9% in the third quarter of the same year". The opposite has happened among young adults 25 to 34 years old who do not have a job, or were studying or in training. Here there has been a decrease of 11.8 thousand from the second to the third quarter.
"neither-nor" representing 13.3% of 2.2 million people 15 to 34 years. Statistically, these are referred to by the INE as the "young non-employed who are not in education or training" and refers to the people that in a certain period "were not employed (that is, were unemployed or were inactive), or attended any activity education or training over a specific period of time (in the reference week or in three weeks earlier)".
"Given the importance" of the young people in this situation, the INE, to disclose the data of the unemployment in the third quarter, gave some numbers about this reality. The group of young "neither-nor" is composed of "primarily by women (52,6%; 158,6 thousand), persons 25 to 34 years of age (58,8%; 177,3 thousand), with a complete education level corresponding at most to the 3.º cycle of basic education (44,1%; 133,1 thousand) and unemployed (54,8%; 165,3 thousand)".
More 59 thousand employed people
As for the global data of the unemployment numbers from the INE show a reduction from the quarterly rate to 10,5%, after unemployment has fallen to 10.8% in the months of April to June.
The total number of people who were unemployed between April and June, "at 39.6% came out of this situation in the third quarter of 2016: 22.9 percent have become employed and 16.7% moved to inactivity".
The long-term unemployment also decreases, but there is still a 347.200 citizens outside the labour market for 12 months or more time.
with Regard to employment, where we also recorded an increase, the increase in the chain was 59 thousand people. And both increased the number of full-time employees (4.1 million) as the group of people to work part-time (555.500).
The statistics of the INE allow you to still see that, among these, there are 213,1 thousand subdesempregados. This is the universe of citizens who, in the survey of the INE, declared that want to work more hours and were available to do this in the reference period of the survey or in the two weeks following.
The underemployment of part-time workers decreased by 3.1% compared with the second quarter, the equivalent of 7,000 individuals; in relation to the previous quarter decreased by 5.3% in 12.100 people. Now, "corresponds to 4.6% of the employed population, total and 38.4% of the employed population in part-time (note that the number of part-time workers, in the same period, representing 11.9% of the employed population, total)".
THE INE explains that the increase in employment was due to "both to the flow of net positive employment with inactivity (the number of people who have moved from employment to inactivity was lower, 20.3 thousand, of people who have moved from inactivity to employment), such as – and especially – to the flow of net positive employment unemployment (38,7 thousand)".
