Steps admits descent of ADSE

Government says you can use money to improve services.

The Prime Minister Passos Coelho, admitted on Friday that the ADSE, Health subsystem for civil servants, can be free to decide what to do with a surplus of 230 million euros between 2014 and 2015, resulting from increased contributions from 1.5 to 3.5 percent.

“The very ADSE may decide one of two things: either improve the level of service that has, as it has financial support for this, offer better benefits to beneficiaries, or eventually fix and lower the level of contributions . This is a matter that is open, “explained the head of government, in a reaction to the audit of the Court of Auditors concludes that the excess contributions to ADSE.

Then the Ministry of Finance said in a statement that the increased revenue reverts in full to the beneficiaries and not “in favor of the state treasury.”

Now, for unions of Public Service – STE, Common Front and FESAP – there has to be changes. STE and Common Front want to reset the contribution of 1.5%. But if it is true that ADSE has autonomy, only the government can change – by decree. – The descent discounts for ADSE
