The government will move forward finally with the check-formation and proposes to give maximum support of 500 euros for the unemployed and 87.5 euros to current employees to attend training courses to choose from and within the priorities set annually by the Employment and Vocational Training Institute (IEFP). The details are contained in a draft ordinance sent Wednesday to the social partners by the Ministry of Employment and Social Security.

                     

                         In the case of the unemployed, can the apply to be enrolled in job centers and that after 90 days, do not have any proposals for training or work. This will cover having at least secondary education by double certification or degree (levels 4-6 of the National Catalogue of Qualifications) and attending activities with a maximum duration of 150 hours, provided that they meet the needs identified in their personal plans. The amount of the check goes up to 500 euros, adding to the training grant, the grant of meal and travel expenses.

In the case of active employees, the ordinance provides for the awarded a check for an amount between 75 and 87.5 euros (3 euros or 3.5 euros per day) which should correspond to 90% of the total cost of the training course. Are privileged short training courses and employers must have their debts to the tax authorities and social security.

From the outside, are workers who each year have not attended a minimum of 35 hours of training (or the equivalent in the case of forward contracts). The training must be given by certified training providers and the course during working hours. Both unemployed as the assets have to submit, two months after completion of training, a certificate with the IEFP services that approved the application.

The proposed ordinance, sent to the social partners, put on the ground a measure that is expected in several agreements signed with the social partners, the most recent in 2012, and never came out of the paper. At first, they reserved 15 million euros, a value, such as PUBLIC already reported, could be enhanced.

The entry into force of the check-training should occur 30 days after the publication of the decree but in fact it is also dependent on a regulation that will have to be prepared by the IEFP. The law also provides that this measure be “assessed in the headquarters of the Permanent Commission for Social Dialogue from the eighth month of validity of the same.”
