Oceanarium: “Government moves towards privatization in disguise … – TVI24

The PCP’s councilor in the House Lisbon Carlos Moura said Tuesday that the “disguised privatization concession” from the Oceanarium can lead to increased ticket prices, after the award of the management of that equipment.

“This is something that is absurd. After being told there would be no place for the privatization of the Oceanarium, [...] the Government moves towards privatization disguised concession “, criticized Councilman Carlos Moura, told Lusa agency.

The Communist reacted thus to the decree published today in the Official Gazette on the award for 30 years of the concession of the public service activities of operation and administration of that equipment to the Lisbon Oceanarium society , SA.

Since the entity owning the capital of the company will be known in July, after consideration of various proposals, as announced by the Minister.

The same text states that the concessionaire can freely set the price of entrance tickets and visit, “without prejudice to public service obligations and the implementation of social responsibility policy” included in the concession agreement.

But for Carlos Moura, this may mean an “increase in ticketing,” bringing “harm to the population.”

The communist said he feared that the increase in ticket prices origine the “decline of the public who can enjoy the Oceanarium”.

For the mayor, the Oceanarium is a “equipment that is an entire research and preservation of species structure,” which is not, in his view, expressed in the ordinance.

According to the document, the Lisbon Oceanarium society should promote the knowledge of the oceans and raise awareness of the natural heritage conservation duty, and to maintain and strengthen the “active status and reputational equipment as one of the best public aquariums in the world. ”

The concession is exclusive, leaving the company required to prepare a strategic plan that includes goals, and to be submitted for state approval within 12 months after the contract is signed with a valid five years.

The law also provides for the possibility of subcontracting to provide activities and services, but not the sub, except with prior approval of the State.

The state can redeem the concession when “public interest justifies, after the lapse of 10 years.”

According to the introduction of the text, published now granting bases are “essential instrument the conclusion of the concession agreement.”

The approval of the bases happened to April 16 the Council of Ministers, with the assurance that the property continues to be the state.

In mid-April, the Minister of Environment reported that the private concessionaire, who will keep the company’s capital and therefore the management of the Lisbon Oceanarium, is chosen in July.

The Oceanarium is one of the assets that the government chose to transfer or grant concessions to help reduce the debt Expo Park.

The Park Expo, a public company in liquidation created to manage the Expo ’98, also announced in mid-April, having delivered in exchange for loans to the State Oceanarium building and other support to pay part of your debt.
