Amid the economic crisis, Brazil tries to get closer to the Organization for Economic Cooperation and Development (OECD), also known as “rich club”. The country signed on Wednesday in Paris, a cooperation agreement with the entity.
The OECD, founded in 1960 by 18 European countries, the United States and Canada, today brings together 34 members – the most advanced economies, but also some emerging countries, such as Mexico, Turkey, Chile and Estonia.
The so-called framework agreement of cooperation, with a term of two years, gives legal framework for cooperation between Brazil and the organization, which had beginning in the 90s.
In the evaluation of the Brazilian government “approach to the OECD is part of the strategy to re-create the foundation for sustainable economic growth” and more space in the international market.
At a news conference after signing of the agreement on the organization’s headquarters, the ministers of Finance, Joaquim Levy, and Foreign Affairs, Mauro Vieira, stressed what they see as the benefits of closer ties between Brazil and the OECD, within which are discussed topics of global interest and agreements governing economic sectors

The current desire for rapprochement with the OECD, however, contrasts with the position taken by the Brazilian government in recent years.
Brazil has been participating for years, with key partner status, almost all OECD committees, such as steel and which regulates the financing of the airline industry, but there was so far requested enhanced cooperation.
In 2007, during a ministerial meeting of the organization, former Foreign Minister Celso Amorim played down the importance of Brazil to become a member of the organization.
At that time, the OECD had initiated discussions for new members, such as Chile, Slovenia and Israel, and there was not invited Brazil to join the negotiations.
“Enter the OECD is not a claim or an aspiration from Brazil. Formerly it was said that it was necessary to join the OECD because that would be a seal of quality. Brazil already has its seal of quality for its economic and social policy and no longer need to seek it, “Amorim said at the time, a news conference in Paris.
In the government’s view in the past, especially in the management former President Lula, enter the “club of the rich” could end the representation that Brazil had purchased from the poor and developing countries.
“We need to know whether it would be required to exit the G77 ( which brings together developing countries and poor as Uganda and Haiti). Brazil does not accept to depart from this group, “Amorim said.
Now, Vieira and Levy say the new cooperation agreement does not mean that joining the organization may occur in the future, but indicate that this will be evaluated .
“With this framework agreement, we will be able to be more present and better understand the organization. Let’s see what suits us most at the end of this assessment period (two years), “Vieira said.
” This agreement is not an automatic adherence to due date. The Brazilian economy has grown in recent years and it is necessary to better understand what the organization can offer. “
For Levy, the approach to the OECD shows the evolution of the Brazilian economy,” more mature and knows compete in the international market. “
” It’s not a question of whether or not to join a club. It’s more a matter of participating in decisions that affect our lives, “said Levy, claiming that several issues discussed at the OECD, as practices on international taxation, affect Brazilian companies and the country’s competitiveness.
” The OECD is also a forum for social discussions. It is absolutely of interest to Brazil. “
