interim President of the Chamber of Deputies, deputy Waldir Maranhão (PP-MA), annulled today (9) sessions of 15, 16 and 17 April, when the deputies approved the continuation of the process of impeachment of president Dilma Rousseff. He obeyed request made by the Attorney General of the Union (AGU). Information is the presidency of the Chamber.
With the approval in the House, the process followed for the Senate. Waldir Maranhão has asked the President of the Senate, Renan Calheiros (PMDB-AL), the return of the case file. Interim President of the Chamber determined new session to vote on the process of impeachment in the House, after five sessions from today (9).
Waldir Maranhão will be interviewed later in the day to explain the decision.
Vices in the process
Waldir Maranhão, who took office after departure of Eduardo Cunha (PMDB-RJ), accepted the arguments of the Advocate general of the Union (AGU), José Eduardo Cardozo, understanding that there were defects in the voting process, making it void.
He considered that political parties could not have closed or issue oriented countertops to vote one way or another about the process of impeachment . “Since, in this case, [the deputies] should vote according to their personal convictions and freely,” says a note of interim president announced to the press.
Maranhão also believes that Members could not have publicly announced the vote before the vote in plenary in statements given to the press. It also considered that the vote should have been formalized by resolution, as defined by the Internal House Rules.
Government

Opposition
For the opposition, Renan Calheiros can inclsuive refuse to abide by the decision of Waldir Maranhão. While there is no Renan position, parties such as DEM, seek legal action to reverse the decision. The leader of the DEM, Pauderney Avelino (AM), the decision of Maranhão was “inopportune and untimely.” He afrimou that does not fit the mayor cancel a process “perfect and complete”. He attacked Maranhão saying the acting president can not afford to be in charge of the House and said the congressman received a “prompt decision and only signed” in reference to the decision to cancel the sessions.
The government leader in the House, José Guimarães (PT-CE), said “nuisance were all tenses acts and even then we went to the end,” to rebut criticism from the opposition. For PT, the decision of Maranhão is a chance the House “to redeem himself.” “You do not away anyone without any assumptions of the democratic state. The decision preserves due process,” said the leader.
Senate
With the approval of Senator Antonio Anastasia report (PSDB-MG) in the Special Committee on Impeachment, last Friday (6) the forecast is that the President of the Senate, Renan Calheiros (PMDB-AL), scan the results to the plenary on Monday (9). “1. The Chairman of the Special Committee on Impeachment of the Senate, Senator Raymond Lira, on April 27 this year, submitted to the Chamber of Deputies, office where he inquired about the progress of appeal filed by the Federal Attorney General against the decision authorized the initiation of impeachment proceedings against Ms. President, Dilma Rousseff.
2.Ao aware of that office, I petition science of existence led by Ms. President of the Republic, through the Attorney General of the Union, which was seeking the annulment of the session held by the Chamber of Deputies, on 15, 16 and 17 April. In this session, as everyone knows, the plenary of this House adopted its opinion submitted by the Special Committee that proposed was sent to the Senate for the eventual opening process against Ms. President, Dilma Rousseff, a crime of responsibility.
3. As the petition had not yet been decided, I examined her and decided to accept in part the weights in it. Desacolhi the complaint of nullity made in relation to the reasons given by Messrs. 6. To comply with my decision, headed letter to the President of the Senate to the case of the impeachment process are returned to the House of Representatives.
