The representatives of employers and trade unions seemed to leave the meeting of social concertation pleased with the proposals that the government put on the table for employment incentive policies. However, all expressed reservations and forwarded to after August a more concrete assessment.

The document, which includes reductions in incentives and measures that attempt to foster open-ended contracts, was received with a ” acceptance of general consideration, “summed up the Minister of Labour, José Vieira da Silva, speaking after the meeting.

the changes that the Government intends to introduce, explained the minister, following a” logic not so much stimulus, but premium “in order to be a” positive discrimination “of permanent contracts. Vieira da Silva clarified that one of the ideas is that the distribution of employment incentives to be partly attributed at the end if the job is confirmed.

From the perspective of employers, the president of the Confederation of Trade and services João Vieira Lopes, said that “the principles are acceptable”, but showed some skepticism, saying he preferred to wait to see concrete legislation. Vieira Lopes said that the Government has undertaken to discuss the ordinances to put the plan in place and cautioned that sometimes “good intentions lead to bad legislation.” It further argued that the measures devalue the contracts forward and argued that “companies have to be very careful” with regard to open-ended contracts.

Now the leader of the CGTP, Armenio Carlos, recognized that the document “has a positive component” as “favors companies that hire workers without end.” He added, however, be parts that “need to be improved.” Also the president of UGT, Lucinda Damaso noticed when treating policies that can lead “to create jobs without term,” but cautioned that only in September would have an assessment to make.
