The Government of Passos Coelho had in his possession, for six months, two opinions of the General Inspectorate of Finance which had pointed to a worsening of the impairment of Caixa Geral de Depósitos (CGD), but only dispatched on the eve of the legislative of last year.
the Second advances the Public, these documents were related to quarterly reports of the Audit Committee of Caixa Geral de Depósitos 2014 and were stored in the Finance from March to September. Were dispatched by the secretary of State of Finance, Manuel Rodrigues, 15 days before the parliamentary elections of 2015.
The newspaper account that the opinions entered in Finance, the 12 and 20 March 2015 and recalled that the Court of Accounts had already revealed an “insufficient control [of CGD] by the State” between 2013 and 2015. The journal writes that, despite of the increase in the quarterly impairment – whose value is not known – not ordered any audit on the bank.
These reports referred to the period in which was enacted the recapitalisation of CGD decided by Vítor Gaspar in 2012 and that Maria Luís Albuquerque took the cable, having this procedure included a capital injection of nearly 1,500 million euros.
in Parallel, in the third and fourth quarters of 2014, the reports of the Audit Committee gave already account for an increase of the impairment losses recorded by the bank to the public. Although these documents have come to Parliament, during the Commission of Inquiry, the greater part of the information was erased.
