With the reduction of poverty by 2015, also reduced the indicator of the intensity of poverty, a statistical measure with which the INE seeks to measure the lack of resources among those who are poor. This proportion of deficit of resources, which came to be 30.3% in 2013, down by a point in 2014, retreating again, and more expressive, in 2015, to move to 26,6%.
In relation to 2016, there is still no estimate on the rate of risk of poverty, but there are already other provisional indicators. The INE’s data point to fewer people in material deprivation compared to last year. One of them shows that there is still a large number of people living in households without the capacity to keep the home properly heated".
The situations of shortages due to economic difficulties encompass 19.5% of the population, in situations in which people are not able to have access to at least three of a list of nine items (ranging from the ability to pay for basic expenses or fund a meal of meat or fish at least every two days, to the ability to pay expenses in time). In 2015, the rate was 21.6% and in 2014 from 25.7%.
In severe deprivation, when a person is not able to four of the nine items, there are 8.4% of the population.

For example, 47,2% of the population does not have the capacity to afford one week holiday per year outside the home; by 38.3% unable to pay an expense immediately without resorting to a loan (and 9.3% who have delays in budgets, or other expenses); and there is still a 22.5% not able to keep the house heated properly (they were 23,8% in 2015, and 28.3% in 2014).
Also in relation to 2015, the data from the INE show that the inequality in the distribution of income has decreased (from 34% in 2014 to 33.9 percent in 2015), but there is still a "strong" asymmetry, as underlined by the INE. It was very faint indentation that has been seen in the Gini Coefficient, the indicator that seeks to synthesize in a single value the distance between the different population groups. The indicator goes from zero to one hundred – the lower the value, the closer are the income of the people; the nearest hundred is, it means that more income is concentrated in a smaller number of people.
This indicator had increased from 2012 to 2013 – the year that poverty came to be in the levels of ten years before – and have already downloaded the following two years, and now, of the 34% to 33,9%.
When looking for the distance between the income of 10% of the population with more resources and 10% less, also the difference decreased, but the differences continue to be large – it is the INE itself, which highlights there is a "strong inequality in the distribution of income."
in This case, the 10% of the population with greater resources have an income of 10.1 times higher than the income of the 10% of the population with less resources. In the previous year, the difference was 10.6 points in 2013 was more than 11 and in 2012 it was still in a 10.7.
At risk of poverty and social exclusion, estimates the INE, there will be around 2.6 million people in Portugal. The risk of poverty rate covers 19% of the population.
