The expansion of the metro in Lisbon will cost 215 million – Public.en

The new metro stations in Lisbon, in the Star and in the Saints, will be operating in 2021. The warranty is up to the Government, which has already finalized the details of the plan of extension of the Yellow Line between the Mouse and the Cais do Sodré, a project valued at 215 million euros. On the Red Line, the aim is to soon find a solution to fund at least the connection to Campo de Ourique. And, in the Port, the expansion of the network is still to be agreed upon with the municipalities, although there is already a base of work that points to the need of an investment which can reach up to 270 million.

the minister of The Environment said to the PUBLIC that the decision on Lisbon is already taken, after several months of technical analysis and financial feasibility, missing only the environmental impact study. Were on the table two other possibilities: the extension of the Yellow Line to Cais do Sodré or the Red Line to Alcantara. Was chosen first for "already there is the absolute conviction that its form of financing", and for answering one of the biggest problems of mobility in the centre of the capital, explained Matos Fernandes.

"If, in the field of studies the search, the two solutions had similar results, the yellow line has a characteristic which we consider very important. The metro network must always be conceived in a wider context of mobility and we feel today that the main problem in the transport in Lisbon is the lack of a direct connection from the river to the central axis. With this circular ring, this problem ceases to exist," said the ruler.

Such as the PUBLIC, reported in October, the locking of the Yellow Line will involve the construction of two new subway stations: one on the Star and another in Santos. The drawing now points to the first to be located at the top of the Sidewalk Star, in front of the old Military Hospital, and that the second is constructed between the Superior Institute of Economics and Management, Avenida D. Carlos I. Matos Fernandes have backed up, however, that the precise location is still "in discussion with the municipality of Lisbon".

Two new accesses in the Cais do Sodré

The project, that will lead to the extension of the line for over 1900 meters, will be finished throughout 2017, followed by the environmental impact study. And the work, whose costs rondarão the 215 million euros, will be launched in the following year. The forecast is that "is in operation at the end of 2021", she assured. For the ruler, this solution will benefit from Lisbon, in particular densely populated areas such as the Star and the Saints, but will also allow "that all the users of the train of Cascais line and that of the boats that arrive at the Cais do Sodré may have a penetration much more fluid in the city."

the plans for the capital will have other implications, including a work in the Large Field that ensures fluidity of the two metro lines pass this station (Yellow and Green). Moreover, it will be necessary interventions in the station of Cais do Sodré, which serves as a platform to the subway, but also trains and boats that make the connection in the Tagus. In this case, the aim is to give enjoyment to the lobby, and more to the west that currently has no use. "It will have two outputs, namely one for the side of the Avenida 24 de julho", specified the minister, ensuring, however, that there will not be any disturbance in the circulation during the work.

it was Not possible to obtain concrete data on the expected demand with the expansion of the metro network, but the minister assured that "it will be a line cost-effective". Of the 215 million euros of costs with the work, an amount that the executive believes that may have to be adjusted as the project is being run, about 80 million will be earmarked for the construction of two new stations. The value of the changes in the Cais do Sodré "will be much lower than this," said Matos Fernandes.

Red Line would cost more than twice

The extension of the Red Line is not an option abandoned, but "has a value of investment for which hardly there would be money in the next few years," he explained. And, so, at this point the assessment that is being made is restricted to the connection between the station of São Sebastião and Campo de Ourique. "Even so, we are talking about a project that lasts for three to four years. But we hope that, within a period not too extended, we have news about your way of financing." The studies made at the request of the Ministry of the Environment pointed out that this work has a cost of around 200 million euros. "To get to Alcantara, it would be more than double that amount," said the ruler.

The National Program of Reforms, which the Government presented in April, included already a budget of 275 million euros for the expansion of the network of metro in Lisbon and Porto, in a total of nine kilometers. A month later, the executive announced that the value had risen to 400 million, financed by a loan from the European Investment Bank. To this money are in addition to 100 million that will be earned in the next year, through the re-programming of the Operational Programme Sustainability and Efficiency in the Use of Resources (POSEUR).

Though the design of the second phase of expansion of the metro do Porto is still not closed, Matos Fernandes said that will entail an investment of between 260 and 270 million euros. However, the Government is still seeking consensus with the municipalities to move forward. “Although technically the solution is already completed, we are still in negotiations with the local authorities. The demand studies are all done, the Metro do Porto has already completed its work and we are now in talks to ensure that the solution generates consensus,” he said.

The minister has advanced only which of the options on the table “optimize costs, reduce the number of stations and allow you to make an investment that will be very expressive.” But “it will take a consensus, not only for obvious reasons of respect by the authorities, but also because, in this particular case, the municipalities are the owners of a significant part of the “Metro do Porto”, he added.
