ANA signs a memorandum about Montijo in the middle of February – Express

ANA, the concession of the commercial airports Portuguese, must sign, in the middle of February, a memorandum of understanding with the Government to develop all the projects of transformation of the Air Base of Montijo in the airport business, working as a complement to the Airport Humberto Delgado, in Lisbon. The Express knows that the Government has chosen the solution of Montijo and the goal of next, already with the signing of the memorandum relates to the attempt to take the airport "south bank" operating to receive civilian passengers, "if possible", at the end of 2018.

With the growth of the operations of the airline in Lisbon, the saturation of the airport will be faster, requiring the use of infrastructures complementary to increase the air traffic without restrictions, as an alternative to the construction of a large airport in Alcochete, which would imply a financial capacity non-existent.

For now are unknown the costs of the road links dedicated and the amount of compensation payable to the Air Force to provide the basis of Montijo — the Defence minister, Azeredo Lopes, said in the Assembly of the Republic not to be of the order of €400 million often invoked, considered a very high value. Whether the mayor of Montijo, Nuno Sings, wants the president of TAP, Fernando Pinto, have publicly expressed willingness to find solutions.

The group that controls the ANA — the French da Vinci — has an interest in managing the airport for over 30 years, why invest in an airport that complements the infrastructure of Portela. This additional investment — that the Government wants to serve to have the work of Montijo operational during the current lease of the Airport Humberto Delgado — may involve the renegotiation of the extension of the term of the current contract of the ANA.

it Is known that the airport of Lisbon hardly has a traffic more than 23 million passengers without having problems functioning. It turns out that in 2014 the airport handled 18,14 million passengers and in 2015 the airport has reached 20,08 million passengers.

In 2016, the TAP, the leading airline of the AHD took on all of their flights 11,72 million passengers, 3.5% in 2015. However, the activity of TAP has increased more in the second half, registering a year on year growth of 25% in traffic in November and 26% in December. The air-bridge Lisboa-Porto reached 300 thousand passengers, more than 80% of that in 2015 — only in December the air connection between the two largest cities of the country grew by 126% in the number of passengers transported.

In the lines for the U.S. to TAP transported over 186 thousand passengers, a total of 472 thousand passengers, over 65% in 2015, which follows the opening in June of the routes to New York (airport JFK) and Boston, and the strengthening of the destinations of Newark and Miami.

According to sector information obtained by the Express, until November 2016, the share of TAP in Lisbon was 55% in the number of flights and of 50% in passengers. In second place is Ryanair, with 11% market share in passengers and 8.1% on flights. In third place is easyJet, with 9% in passengers and 7.9% in flights. The Express contacted the three companies about their activity, but no one spoke. The ANA also did not provide details.

This framework does foresee a strong growth of air traffic in 2017. Only the TAP, from July, expects to increase 1176 flights per month, or more 273 thousand places, and Lisbon, an increase of 136 thousand posts a month. This trend creates concerns about the responsiveness of the Lisbon airport in the coming summer months, especially in June, July and August, in the Lisbon airport will be close to saturation, according to admit on the sources contacted.

The situation more "dramatic" will be lived in the summer of 2018, at which time the airport will be unable to manage all your traffic, say the operators. In the summer of 2018 it will be impossible to assign more slots in the hours of great movement, which will prevent the airport operate more aircraft during peak periods.

Reasons for the choice of Montijo

The integrated use of the Airport Humberto Delgado with the Air Base of Montijo has already been evaluated by the NAV — Air Navigation of Portugal, responsible for the management of the airspace of Lisbon, which considers that the solution Portela + 1 is appropriate to increase the airport capacity in the region. Also the study prepared for 2016 by Eurocontrol — an intergovernmental organisation with 41 members responsible for the Single European Sky, looked at the various options of use of the airspace surrounding the Lisbon, accepting the scenarios presented by NAV Portugal.

Due to the orientation of the slopes, the solutions of the aerodromes of Sintra and Alverca were pushed away and disregarded because they pose difficulties in the safe and efficient management of air navigation. Thus, the Air Base of Montijo is the only viable option. Eurocontrol have used approximation techniques to the two airports — Humberto Delgado and Montijo — called point-merge, and the authorization of take-offs with a one-minute interval between each other, achieving an optimized management of air traffic, viable in the long term. The use of approximations point-merge will need the space military air of Sintra, Monte Real, imposing slight restrictions, while the system of take-offs in a minute need to space Tadalafil. Said that the complementary use of the Airport Humberto Delgado with the Montijo does not have implications in the military operations in the Field Shooting People. The option of the NAV Portugal ensures the number of movements desired for the set of the slopes, that is, 48 the movements in the current airport, and 24 movements in Montijo.

The three biggest companies of air transport that operate in Lisbon

1 – TAP. Continues to be the leading company in the Airport Humberto Delgado, which uses as a hub of its fleet of 80 aircraft, being responsible for 55% of the flights that exist in Lisbon and 50% of passengers in November 2016.

2 – RYANAIR. With a fleet of 294 aircraft and a hub in Dublin, Ireland, Ryanair is in second place at the airport of Lisbon, with market shares of 11% in passengers transported and 8.1% in the flights carried out until November of 2016.

3 – EASYJET. With a fleet of 250 Airbus, 10 thousand workers, 2300 riders and 800 routes and operations in 31 countries, easyJet occupies the third place in the Lisbon airport, with 9% of passengers and 7.9% of the flights until November 2016.
