The regional nature of disciplines that may be created under the education municipalization process will have to be taught preferably by teachers of the staff of the Ministry of Education, but there is scope for hiring.

According to a document to which the Lusa agency had access on the decentralization of competence in education, yet to be negotiated with the municipalities, “hiring for specific training of local base can only occur when there is no teaching staff of tables in groups or pedagogical area available to affect this training, optimizing the existing faculty. “

A new version of the draft contract Interadministrativo powers delegated by the Ministry of Education and Science (MEC) to municipalities for the management of schools, was sent on Monday by the Government and local authorities, defends the executive in the document, “improves and clarifies various aspects” from the previous proposal, including some that deserved further discussion and public outcry, as the possibility of municipalities to hire teachers.

In the new proposal, the government excludes any decentralization of competence in the allocation of teachers to schools, stating that this is a skill that stays in schools, underlining the intention to “take the necessary measures to stabilize the faculty in the school clusters”, which may indicate that schools will be encouraged to renew contracts with teachers.

The document reaffirms that the contractual obligation of teachers remains the MEC and the “allocation of teachers between schools is the responsibility of school clusters”, whilst leaving open ” the possibility of cooperation of municipalities in terms of articulation. “

The Government also states that there is no incentive to employ teachers by the authorities and reiterates that” the project does not involve any incentive remission or retraining of teachers, “adding that it was withdrawing the proposal” the attachment that fed inadequate interpretations. “

The National Federation of Teachers reported in December that the contract proposal that was being sent at the time to municipalities contained attachments that assumed that the authorities will be allowed to hire teachers not only for the local character disciplines that can fill 25% of the school curriculum, but also in terms school hiring. The Government came later deny that possibility.

The new proposal provides an “incentive mechanism” that if one “improved educational achievement and efficiency increases” in schools covered by the pilot project for skills transfer, can result in “hiring human resources, including teachers, in measures to improve the education of public service.”

However, “If the educational performance in the territory to degrade the ECM may suspend the delegation of powers and transfers to the city.”

The Government also safeguard that is primacy of schools and groups curricular and pedagogical management, but “without prejudice to the involvement of municipalities in the articulation of public school and the existing local training offer.”

The letter also says the contracts are not the same for all municipalities to allow “enhance answers adapted to the specificities of the local education community.”
Half of the savings reinvested in education

Schools and municipalities will be able to manage 50% of the savings achieved under the pilot project of education skills transfer to local authorities, but will be required to direct these funds for educational initiatives.
“No there is a financial gain by the municipality in the decentralization process, “said the government in an official document that the Lusa had access on the interadminstrativo contract for delegating powers in education to be negotiated between the Ministry of Education and Science (MEC) and the Department of Local Government State with a group of municipalities that have expressed interest in joining the pilot project, but the list of which has not yet been officially released.
The document specifies that 50% savings that schools can get on this project “are not delivered to the municipality for its management, but allocated to joint management between the municipality and groups
schools, which together decide t he application of this amount, which is consigned to actions and initiatives in education “.
The Government does not explain, however, in this document, how the other 50% savings will be applied.
The document also states that, with respect to the funds to be delivered for joint management of these schools and municipalities should be applied “to improve the quality of public education service, allowing investment in equipment or human resources to the achievement of this goal”.

Government states that the proposal sent to the authorities does not include “the passage, transition management or delivery of encouraging schools to private operators,” and reinforces “the powers” of schools and municipalities.

The new proposal moving to the management of schools and municipalities the process of enrollment, the formation of classes, the school calendar definition and management of the school network.
At the project management level pilot, the Government intends to “strengthen the role of the Municipal Board of Education for those who prefer this body, with the possibility of creating a smaller standing body with more powers.”
is also planned one project monitoring committee comprising those involved in the process and should publish monitoring results periodically.
