The general government deficit reached 709.8 million euros until March in public accounts, a deficit that in the comparable universe, represents a “slight deterioration” of almost 40 million euros, compared the same period.

According to the budget implementation synthesis until March, released today by the Budget Directorate-General (DGO) in the first quarter 2015, the general government deficit calculated on perspective of public accounting (ie receipts and payments) amounted to 709.8 million euros.

Considering the comparable universe, ie excluding the Public Entities reclassified (EPR) this year, the deficit until March would be 873.5 million euros, a slight “deterioration” of 38.8 million euros of the negative balance of 834.8 million euros in the first quarter of 2014, according to the DGO.

Following the implementation of the new European System of Accounts ( SEC2010), a set of several public entities (the EPR calls), such as TAP, Carris, CP and several hospitals and foundations, among others, were in the perimeter of general government.

In a statement before the disclosure of budget implementation synthesis through March, the Ministry of Finance compares the first quarter of 2014 (before reclassification of this group of entities) with the first quarter of this year, which takes into account the reclassified entities to say that the general government deficit “improved by EUR 125 million.”

In other words, according to the summary released today by the DGO, the EPR contributed 163.8 million euros to decrease the value of the general government deficit in the first quarter of the year.

Until March, the effective government expenditure reached 18,211 million euros and total revenue stood at 17,501,200,000 euros.

In the comparable period, ie excluding the EPR, expenditure has risen 328.9 million euros to 18.0465 billion, and revenue rose 290.2 million euros to 17,173 million euros.

On the other hand, the primary general government balance in the first quarter of the year showed a surplus of 832.3 million euros; in the comparable universe, the primary balance of the general government rose from 386.8 million euros to 626.8 million euros.

According to the organization led by Manuela Proenca, the overall deficit of the central government and Social Security in the first quarter 2015 amounted to EUR 707 million (-785.7 million euros in same period last year), while the primary balance was in surplus, having stood at 789.7 million euros (315.9 million euros until March 2014).

Considering the comparable universe, there was an increase in revenues (+ 1.9%), which was lower than the expenditure (+ 2.2%). It should be noted the stabilization of the primary expense in the period, which shows the impact of changes in interest expenditure and other current debt burden in the budget outturn, given the developments in the total expenditure.
