Have already joined the “forgiveness” tax about 40 thousand taxpayers – the Public.en

Until the end of November, about 40 thousand taxpayers with payments to be paid to the Tax and Customs Authority (AT) have joined the program of debt settlement to tax authorities and Social Security, according to the evaluation made to the Portuguese by the secretary of State for Fiscal Affairs, Fernando Rocha Andrade.

"We are talking about approximately 300 million euros", corresponding to the amount of the debt covered by these accessions, being that, according to information sent to Lusa news agency by the Ministry of Finance, have already entered in the coffers of the State’s 35.5 million euros with PERES. Up to the present time, "are almost four tens of thousands of taxpayers and 170 thousand tax execution proceedings", says Rocha Andrade.

As the PUBLIC has reported, the Government had already guaranteed about 90 million euros to the accounts of this year shortly in the first two weeks of the Special Programme for the Reduction of the Debt to the State (PERES). Now, in a new balance, the secretary of State estimates that, "to comply in payment of the accessions, the revenue for this year would be a little more than 100 million euros since the programme has not yet ended".

THE PERES tore away on November 4, and the memberships will go up to 20 December. The regularisation program has two modalities: payment in full this year (which agrees to pay to the tax authorities up to that last day of membership) or the payment of benefits (in this case with the obligation to pay the balance of the head, until 20 December, 8% of the debt payable under this plan, healthcare benefits, which can go up to 150 benefits, or means, 12 and a half years).

those Who opt for the payment in full shall be relieved of default interest, compensatory interest and costs of the fiscal execution process, with a reduction of the fine and getting free of the payment of the costs of the process against-ordination, or tax execution associated with the fines.

those Who join to pay the benefits benefits of a reduction of the interest rate that is greater the faster it is done the payment. There are three levels: a decrease of 80% in the plan for up to 36 instalments; 50% for those who join the PERES paying between 37 to 72 instalments; or 10% if you pay between 73 and 150 benefits. The number of payments must be set at the time of accession, which is done online on the Portal of Finance. In addition to tax debt, the PERES also allows the settlement of debts to Social Security, but there are some specificities, in particular in the limit dates of payment.

To Lusa, Fernando Rocha Andrade reiterated that the objective of the Government with PERES is not "render the revenue of this year”, a criticism that has been made by the opposition, preferring to highlight the number of tax execution proceedings are being resolved.

With 170 thousand processes and a joint debt of 300 million euros, the secretary of State considers that the average value for tax debt is "relatively low, less than two thousand euros.’ For the ruler, this means that "PERES was, to many contributors of small size, whether families or companies, the possibility to put their accounts in order (…) and delete attachments".

three years Ago, the program of regularization of tax debts and Social Security launched by the previous Government allowed a fitting of 1277 million euros in tax revenue in 2013.

With the current program, and an estimate that the Ministry of Finance considers to be conservative, the executive António Costa points to a revenue of around 1000 million euros over ten years (100 million for each year). For this first year, that benefits from the full payment and the payment of the 8% of payment by instalments, has not yet made a projection in a specific way.
