“we don’t have no reason to change [the criteria for the update of pensions] because they respond to a distortion that has been introduced in the last few years,” said the Minister of Labour and Social Solidarity in the Parliament. Vieira da Silva, which is this Friday, November 11, in the parliamentary committee for Budget, Finance, and Administrative reform, at a hearing in the context of the discussion in specialty of the proposal of the State Budget (OE) for 2017, responded to a question posed by Mercês Borges, of the PSD.
The mp raised a question widely debated in recent times, and that relates to the fact that for the Government to exclude from the increase of 10 euros in August, all pensions that have been updated in the years of the Government of Steps.
“Acknowledge or not that there is a profound social injustice, and does not increase the lowest pensions? Is available or not to change the proposed OE treating these beneficiaries with fairness and justice?”, questioned Mercês Borges.
Vieira da Silva refuses that there is a pensions update. “It is not correct to say that there is no update. There is update for all below two IAS[Social Support Index],” said
The objective of the Government, it will be recalled, is that, like it is in the SB proposal, pensioners with pensions up to 838 euros (two IAS) have an update on the level of inflation in January. Whoever gets above this, and up to about 2.515 euros (6 IAS) the update to apply, in periods of low growth such as that which now exists, will be the inflation at least five decimal places.
After that, in August there will be an extraordinary increase, that no longer depends on prices and is intended to make ten euros compared to December. And it is this extraordinary increase in what it leaves out pensioners who have a total pension higher than the 1.5 IAS (about 630 euros) and all those who have seen one or both of the pensions updated between 2011 and 2015. Being that the latter are, precisely, the lowest pensions, to which the deputy of the PSD was referring to.
In practice, have to sit out at least more than half a million people with the social pension (202 euros), the rural pension (243 euros) and the first tier of the minimum pension (eur 263), that as the Government has explained saw their pension updated between 12 and 15 euros.
the Unemployed are going to have the single desk
Vieira da Silva took a positive discourse with the deputies, noting that the data of the 3rd quarter of 2016″, confirm a trend towards a sustained improvement of the labour market, visible in the creation of employment”. “There is a positive evolution in the labour market, either in terms of quantitative and qualitative. And this is also reflected in the unemployment where there has been a reduction in the unemployment rate,” he said.
“An economy that since the beginning of the year has created 100 thousand jobs is not a economy paralyzed,” he declared, noting also the lack of ability that the State has been taking to contribute to this job creation.
In terms of employment, in fact, the minister began to preach that is in progress the creation of a single Employment, in the framework of “a set of measures to modernise the service”. In the single counter, a measure of the Simplex, the idea is to focus in a single physical space or in a single digital platform all the actions of citizens unemployed in active job search, as well as of employers who want to hire new employees.
The minister stressed, on the other hand, the existence of a strengthening of the Authority for Labour Conditions (ACT), with the hiring of 80 new inspectors and the “strengthening of the interconnection of data between ACT, Social Security and the Tax and Customs Authority.
