António Costa met last night with the social partners to find an alternative to lead-TSU
A revaluation of the financial terms of the cooperation agreements that are established between Social Security and the mercies and the Private Institutions of Social Solidarity (IPSS) and the reduction of the Special Payment on Account (PEC), to the small and medium-sized companies relative to 2018, will today be approved by the Council of Ministers.

The difference that this new solution entails is the fact that to be accepted by the partners of the social dialogue and the partners that support the Government in Parliament, the PCP, the BE and the PEV, with which the proposal was, in fact, conversada.

Today morning will be the time to receive the partners in the parliamentary majority of the left. As soon as these hearings formalise the new terms that will be fulfilled the agreement on social dialogue, the prime minister will advance to the meeting of the Council of Ministers, in which the new decree will be approved.
the reduction of the PEC was already on the table in the past few days, the strengthening of the cooperation agreements with the IPPS appears as an attachment on the side of the executive, despite being a measure that is already provided for next this year. The minister of Labour had announced that in 2017 would lead to a strengthening of the cooperation agreements with the IPSS and misericórdias that will, for example, by the need of public competition, and for "a proper update of the values of contribution from the State for the operation of the social facilities”. This can be one of the proposed changes because Vieira da Silva argues that we need more transparency in the relationship with the IPSS, but also assist institutions that have difficulties in giving the answers necessary social.
The ruler still wished a change in the way Social Security is paid to the institutions to avoid that when the IPSS have to choose between two people who need support, choose "by the one that has least afford and not the one that has more”. Everything indicates that the Government intends to continue to keep the PSD under political pressure in legislative matters whose contents are close to measures, Passos Coelho defended in the past. In the cause may be the diplomas on the legalization of UBER – which has been introduced in Portugal by the Government of PSD/CDS – as well as the renovation of Public-Private Partnerships for Health, who will be in the process of renegotiation this year. Either in a case either in the other, the PCP and the BE they have already made their opposition to the legislative solution found by the Government.
António Costa has repeated several times that this solution-government is based on what the partner Government agrees, even going so far as to say that "each party assumes the differences and even disguises the agreements". Met almost all the measures that were in agreement, begin to stand out the divergences. And after the TSU, there are four more folders lurking. Some with greater impact than other, also in the PSD.
The Government admitted last week to integrate in the frames of the State between 3000 and 3200 hired teachers, but, in spite of the compromise, was unable to reach agreement with the trade unions. Scientists and the National Federation of Education (FNE) has already admitted to take the case to court and ask the parties to discuss the decree in the Parliament. The BE has a proposal on the subject, which will be discussed on the day 3 of February, and the CDS have already admitted to calling the decree of the Government for parliamentary consideration. The arguments are different: the left wants to the binding of more teachers and the CDS insisted on the situation of teachers in schools with association contracts. A drop of this decree in the Parliament would have as negative effect the suspension of the entry of the 3000 teachers in the framework.

Another of the points where problems can arise for the Government is the law of the regime of scientific employment, which allows the post-doctoral grant recipients have employment contracts. The proposal was discussed last week in Parliament and the minister of Science, Manuel Heitor, and admitted to change the regime that does not please any party. All submitted proposals that were not voted on and will now be debated in the committee of the specialty.
The regulations on the vehicles, adulterated, Uber and Cabify, was approved in the Council of Ministers, but is now dependent on the favorable vote of the PSD to pass in the Assembly of the Republic. The PCP and the BE disagree with the measure, advanced on the Observer, and will submit proposals of their own.
But the next clash on the left have already announced will be on the public-private partnerships (PPP) in Health. The Government launched the tender for the new contract management in PPP Hospital de Cascais and was the saddle for the BE want to take the defense of the end of the PPP by Parliament. The bloquistas will present a draft resolution that recommends the end of this management model. If it is only a draft resolution, the same being approved does not cause this dent. The problem is if the new agreement (the first in Cascais and then of Braga) are called to discussion in the Parliament with a proposal for the end of the term as it happened with the TSU.
