Foundations received more than 140 million illegally – TVI24

The foundation received more than 140 million euros in illegal way. The data were obtained by the Inspection General of Finance (IGF) and are for 2014.

The information is advanced by the newspaper Diário de Notícias, this Saturday, the European Day of Foundations and Donors. According to the newspaper, the money came from dozens of public bodies of central and local administration.

The DN accounts for 40 foundations that do not meet the transparency obligations of the law (that is the condition of access to public support) in the amount of 113,3 million euros, 17 that have moved 23 million euros in aid without the prior opinion of the secretary of State for Public Administration, and even the 52 municipalities that have transferred more than six million euros for foundations without informing the IGF.

Were still detected transfers to the six foundations that did not respond to the census mandatory and proposed termination on the value of 338 thousand euros.

The minister of the Presidency and Administrative reform, Maria Manuel Leitão Marques, said, in statements to the newspaper, that this is an issue that “has to be ascertained”.

“The greater part of the situations of irregularities, as far as I know, should not be the case of foundations not included, but cases of lack of the opinion of the IGF, which is required for the subsidies to be assigned, or situations that have to do with the non-publication of the corporate bodies”, told the DN.

The Government, moreover, has already signalled that it wants to “regularise” the situation of foundations that do not responded to census 2012.

At stake are about 200 entities that have not responded to that census and remain in business. Some, however, were given to financial support of public entities.
